About the opportunity
Our client is a respected mid-sized government technology company with deep roots in the federal civilian science and technology space, including a strong franchise supporting NOAA. They're hiring a Capture Manager to own strategic pursuits from identification through award.

What you'll do
- Identify, qualify, and lead the pursuit of strategic federal opportunities, with a focus on NOAA and adjacent civilian science, research, and technology agencies
- Develop and execute capture plans, win strategies, competitive assessments, and customer engagement plans
- Manage opportunities through the full Shipley lifecycle, driving timely progression through capture milestones and gate reviews
- Lead capture reviews, black hat sessions, and strategic planning activities to raise win probability
- Research customer priorities, budgets, acquisition forecasts, and procurement trends to keep the pipeline ahead of the market
- Build and maintain relationships with customers, teaming partners, subcontractors, and industry stakeholders
- Identify and evaluate teaming partners and strategic alliances that strengthen pursuits
- Support proposal development with win themes, discriminators, executive summaries, and solution narratives
- Use AI-enabled tools to sharpen opportunity analysis, market research, competitive intelligence, and proposal quality
- Represent the company at industry conferences, customer meetings, and networking events
- Maintain a qualified pipeline aligned with company capabilities and growth objectives, and provide actionable intelligence to executive leadership
- Convert qualified opportunities into contract awards
What you bring
- 8+ years of federal business development, capture management, or growth experience
- Experience at a large or mid-tier federal contractor with mature capture and BD processes
- Direct capture experience supporting NOAA, plus demonstrated work across other federal civilian, scientific, research, or mission-focused agencies
- Experience pursuing opportunities in the $10M to $100M+ range
- Working knowledge of federal mission areas and technology solutions: cloud modernization, cybersecurity, data management, systems engineering, scientific computing, enterprise IT, and mission operations
- Hands-on application of the Shipley Business Development Lifecycle: capture planning, win strategy development, competitive assessments, opportunity qualification
- Strong proposal development, technical writing, and content creation skills
- Proficiency with CRM platforms and opportunity management tools
- Experience using generative AI tools (ChatGPT, Claude, Gemini, Copilot, or similar) in capture, market research, and proposal work
- Bachelor's degree in Business, Engineering, Computer Science, Atmospheric Science, Management, or a related field
