SpecPro Sustainment & Environmental (SSE), a subsidiary of Bristol Bay Native Corporation (BBNC), is seeking a Deputy Program Manager to support the execution and continued growth of our nationwide Federal Construction Management portfolio.
Working directly with the Senior Program Manager, this position plays a critical leadership role in the day-to-day management of multiple Department of Defense (DoD) and Federal construction management contracts. The successful candidate will assist with portfolio operations, financial performance, customer relationships, employee management, proposal development, and strategic growth initiatives.

Primary Responsibilities
Support the Senior Program Manager in managing a portfolio of Federal construction management and engineering support contracts.
Monitor contract performance, schedules, budgets, staffing, deliverables, funding, and key performance indicators.
Coordinate with Project Managers, Site Leads, Finance, Contracts, Human Resources, Recruiting, and subcontractors to ensure successful contract execution.
Build and maintain strong relationships with Government customers and participate in program reviews, meetings, and strategic planning activities.
Assist with recruiting, onboarding, mentoring, employee development, and performance management.
Support monthly financial reviews, labor utilization, forecasting, invoicing, subcontractor management, and overall portfolio performance.
Prepare management reports, dashboards, and executive briefings to support informed decision-making.
Assist with contract modifications, staffing transitions, option year planning, and project start-up activities.
Support business development efforts, including capture planning and proposal development for RFIs, RFQs, and RFPs.
Develop staffing plans, management approaches, organizational charts, resumes, and other proposal deliverables.
Serve as Acting Program Manager, as required, to ensure continuity of operations.

Required Skills & Experience:
Bachelor's degree in Construction Management, Engineering, Business Administration, or a related discipline (or equivalent combination of education and experience).
Minimum of five (5) years of experience managing or supporting Federal construction management, engineering, or facilities programs.
Experience supporting Department of Defense (DoD) or other Federal agencies.
Working knowledge of Federal contracting principles and construction project delivery methods.
Experience managing project schedules, budgets, staffing, contract deliverables, and customer relationships.
Strong leadership, organizational, analytical, and problem-solving skills.
Excellent verbal and written communication skills.
Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Teams.
U.S. Citizenship required.
Ability to obtain and maintain a favorable Government background investigation.
Highly Desired
Project Management Professional (PMP) certification.
Experience supporting agencies such as AFCEC, NAVFAC, USACE, DHA, GSA, or other Federal organizations.
Experience with Design-Build (DB), Design-Bid-Build (DBB), MILCON, FSRM, and facility engineering programs.
Proposal development experience, including technical and management volumes.
Experience with Deltek CostPoint or similar project accounting software.
Prior military Civil Engineer or Federal construction management experience is highly desirable.
