Job Summary:

Montcure, LLC is hiring a Director of SBIR Business Development to lead and grow the Company's SBIR/STTR pipeline across Phase I, II, and III awards. As Director, you will serve as the Company's principal SBIR capture and business development leader, driving proposal strategy, identifying and pursuing new SBIR/STTR and related contract opportunities (Prime, OTA, and subcontract), and building relationships with government customers and teaming partners.

This role is central to the Company's growth strategy: you will own capture management and proposal leadership from opportunity identification through award and funding, ensure the Company's business development activities comply with applicable federal procurement law (including the Covenant Against Contingent Fees, FAR 52.203-5), and partner with the controller and contracts department to track and report on SBIR awards, obligations, and receipts.


Key Responsibilities:

  • Serve as the Company's principal SBIR capture manager and business development leader, setting strategy for pursuit, qualification, and prioritization of SBIR/STTR opportunities across Phase I, II, and III.
  • Lead proposal development and capture activities for SBIR-related contract vehicles, including Prime awards, Other Transaction Authorities (OTAs), subcontracts, Basic Ordering Agreements, Blanket Purchase Agreements, and IDIQ awards.
  • Build and maintain relationships with government customers, prime contractors, and teaming partners to identify new SBIR growth opportunities and expand the Company's pipeline.
  • Own the full business development lifecycle from opportunity identification and qualification through proposal submission, award confirmation, and funding, in coordination with contracts and program leadership.
  • Ensure all business development and capture activities are conducted in compliance with applicable federal procurement law, including the Covenant Against Contingent Fees (FAR 52.203-5), and applicable SBA SBIR/SDVOSB program requirements.
  • Comply with all applicable procurement integrity, organizational conflict of interest, and small business (SDVOSB/SBIR) program rules in the performance of capture and proposal duties.
  • Partner with the Company controller and contracts department to provide regular (annual/quarterly) reporting on SBIR awards, obligations, revenue received, and related commission calculations.
  • Participate in an annual review of the Company's SBIR growth incentive structure, providing input on pipeline maturity, award volume, and strategic priorities.
  • Represent the Company at industry days, conferences, and other business development events to build the Company's visibility and reputation in the SBIR community.
  • Perform other business development, proposal leadership, and capture management duties as assigned.


Qualifications:


Education:

  • Bachelor's degree in Business, Public Administration, Finance, or a related field (Master's preferred).

Experience:

  • Demonstrated track record of successful SBIR/STTR capture management and business development, including Phase I, II, and III awards.
  • Experience leading proposal development for federal contract vehicles such as Prime awards, OTAs, subcontracts, BOAs, BPAs, and IDIQs.
  • Working knowledge of the federal SBIR/STTR award lifecycle, from proposal submission through award confirmation and funding.
  • Demonstrated ability to build and manage relationships with government customers, prime contractors, and teaming partners.
  • Familiarity with federal procurement integrity requirements, including the Covenant Against Contingent Fees (FAR 52.203-5) and SBA small business program rules.

Skills:

  • Exceptional business development, capture management, and proposal writing skills.
  • Strong relationship-building and communication skills, with the ability to represent the Company credibly to government and industry stakeholders.

Preferred Qualifications:

  • Prior experience in small business federal contracting environment.
  • Experience with SBIR/STTR programs sponsored by the Department of the Navy/Department of War (DoW) or other DoD components.
  • Established network of government and industry contacts relevant to SBIR growth.
  • Professional certifications relevant to business development or contracts (e.g., APMP, PMP, Shipley-trained).

Job Type: Full-Time

Salary Range: $185,000 -$205,000 per year (Based on experience)
