Major Federal Recompetes to Watch in 2026–2027
Here's a truth every capture and BD professional already knows: by the time a recompete hits SAM.gov, the smart money has been positioning for a year.
The window to win isn't when the RFP drops. It's now.
And 2026 is shaping up to be a recompete-heavy market. New program starts have slowed, while a large share of what's coming to market is existing work being rebid. That makes recompete intelligence one of the most valuable things a capture team can have.
Here are the big ones on the horizon.
VA CCN Next Gen — ~$700B
The VA's Community Care Network recompete is one of the largest opportunities on the federal horizon, with a staggering ceiling. Healthcare and services contractors are already lining up partners and teaming strategies. If you're anywhere near the VA health space, positioning should already be underway.
AFRL Research IDIQ — ~$10B
The Air Force Research Laboratory's research IDIQ is a major recompete drawing heavy interest. AFRL also issued a draft solicitation for its AMAC (AFRL Multiple Award Contract) vehicle in May 2026 — a signal that the agency is actively shaping its next generation of research contracting.
Civil Reserve Air Fleet (CRAF) — ~$4B
The current $4B IDIQ supporting the Civil Reserve Air Fleet runs through September 2026, with a major recompete expected to release in early FY 2026. For logistics and airlift contractors, this is a marquee opportunity with a hard timeline.
NAVFAC Base Operations Support (BOS) IDIQs
Base Operations Support contracts get rebid every three to five years, and several NAVFAC BOS IDIQs awarded in 2021–2022 are due for recompete in FY 2026. These are steady, high-value facilities and operations contracts — and predictable enough that capture teams can plan around them well in advance.
Joint Cyber Command and Control (JCC2)
JCC2 is a major DoD initiative to unify and modernize cyber operations across the service branches, integrating AI and advanced analytics. A significant recompete is anticipated, and cyber-focused contractors should be watching closely.
Why This Matters Now
A recompete is not a closed competition just because there's an incumbent. It's a different competition.
Incumbents hold real advantages — relationships, past performance, institutional knowledge. But incumbents also get complacent, and agencies are increasingly open to challengers who show up with a sharper solution and earlier positioning.
For capture and BD professionals, that's the opening. The teams that win recompetes start 12 to 24 months out — mapping the incumbent, building the teaming strategy, and shaping the requirement before the RFP is ever written.
The Bottom Line
The biggest recompetes of 2026–2027 — VA CCN Next Gen, AFRL Research, CRAF, NAVFAC BOS, and JCC2 — are already in play, even if the solicitations haven't dropped.
If you're in capture or BD, the question isn't whether you'll bid. It's whether you started positioning early enough to win.
