LHG is seeking a Proposal Manager to own the full federal proposal lifecycle, from solicitation release through submission. You'll serve as the central integrator across Business Development, Capture, Pricing, Contracts, Operations, and Technical SMEs to deliver compliant, compelling, and competitive proposals.
Key Responsibilities
- Manage the complete proposal lifecycle: planning, scheduling, compliance, development, reviews, and production
- Build proposal management plans, compliance matrices, outlines, and schedules; run kickoffs and assign responsibilities
- Analyze RFPs/RFIs and interpret evaluation criteria, submission instructions, and compliance requirements
- Coordinate technical, management, past performance, staffing, and cost/pricing volumes
- Translate capture strategy, win themes, and discriminators into proposal content; support bid/no-bid reviews
- Partner with pricing on cost volumes and Basis of Estimate (BOE) development — labor hours, labor categories, staffing assumptions, and cost rationale
- Lead Pink, Red, and Gold Team reviews and final compliance checks
- Maintain proposal templates, reusable content, resumes, and past performance libraries; support electronic submissions via government portals
- Bachelor's degree in Business, Communications, English, Marketing, Technical Writing, or related field preferred
- 5+ years of federal proposal management experience, managing complex proposals from RFP release through submission
- Experience supporting DoD and/or civilian federal agencies
- Strong grasp of federal acquisition processes and proposal compliance
- Experience across technical, management, and cost volumes, including BOE development
- Knowledge of government pricing practices: labor categories, rates, staffing models, cost assumptions
- Excellent writing, editing, organizational, and project management skills; able to run multiple concurrent efforts
- Hands-on experience using AI tools such as Claude or ChatGPT to accelerate proposal development such as drafting, editing, summarizing solicitations, and building reusable content with sound judgment on accuracy, human review, and data handling
- Bachelor's degree in Business, Communications, English, Marketing, Technical Writing, or related field preferred

- APMP certification (Foundation, Practitioner, or Professional)
- Shipley proposal methodology experience
- Experience with small business federal contractors
- Proposals for DoD, DHS, VA, HHS, GSA, or similar agencies
- SharePoint, RFPIO, Loopio, GovWin, or similar tools
- Support for oral presentations and technical demonstrations
